When measuring vacum. A micron is a millionth of a meter of water or mercury?

Mercury.

When expressing the performance or leakage of vacuum pumps, the most common units are clusecs or lusecs, which are defined in microns of mercury.

If it is water, it will (or should) say microns WC, which stands for water column.
