If I had to pick a 4 number combination eg/ 2657 using the numbers 0 thru 9, how many different combinations would there be?
Is there a formula to use? Software ? I would like to know.

With your specific case, just normal counting will reach every possible combination. 0000 to 9999 for a total of 10,000 different possible combinations.
If I remember correctly, the formula is
x[sup]y[/sup]
Where x is the number of digits, and y is the number of locations.
In your case, there are 10 possible digits (0 - 9) and 4 possible locations.
10[sup]4[/sup] = 10,000
