How do you determine the volume of air needed in terms of "pounds of lift", needed to raise a known amount of weight underwater.

volume of air needed (#'s of lift) to raise a known amount of weight underwater ?
additionally, the volume has to be in the form of a cylinder.
example: 6"dia X 4' long cylinder produces how much lift in terms of pounds? and how do you derive at that number?
