volume program

We ship on rail cars. We have approx 43 different size pallets. Is there a program that will not only calculate whether the numbers and sizes of the pallets ordered will fit on a given car, but most importantly, what is the best way to stack them. It seems we play a sort of tetris with 3,000 pallets. Please help.

I am not aware of anything like that, though it sounds like it would be a common problem in the shipping industry so there is likely something I am unaware of.
